The invention is applicable to the field of radio, and provides a dual-polarized radiating element and a base station antenna, wherein the dual-polarized radiating element comprises a folded dipole, abalun structure and a feed conductor, wherein the folded dipole comprises four conductor rings which are arranged along the circumferential direction, the conductor rings are symmetrically arranged,the axes of symmetry of two adjacent conductor rings are vertically arranged to form a crossed axis of symmetry, and a first branch and a second branch extending towards the cross shaft conductive center are arranged at the end parts of the two adjacent conductor rings respectively; the balun structure is provided with four communicating holes which are communicated up and down, and any one of theconductor rings is provided with two connecting ends which are respectively connected with the hole walls of the two adjacent communicating holes; and the two feed conductors are arranged in a crossing manner, one end of each feed conductor is inserted into one of the communicating holes, and the other end of each feed conductor is connected with the diagonal communicating hole.
