The system comprises a flue gas cooler connected with a vaporization smoke hood, a coal gas dehydrator connected with a dust removal system, a flue gas-water heat exchanger arranged between the flue gas cooler and the coal gas dehydrator and communicating with the flue gas cooler and the coal gas dehydrator through gas paths correspondingly, and a lithium bromide unit communicating with a water path of the flue gas-water heat exchanger, wherein the lithium bromide unit is further connected with a cold load user and a heat load user. According to the system, the temperature behind the flue gas cooler is utilized, hot water with the constant pressure of 130 DEG C or above is formed to serve as a driving heat source of the lithium bromide unit, and coal gas is further cooled; and meanwhile, the latent heat of water vapor in thecoal gas is utilized to primarily dehydrate the coal gas, so that the use load of the coal gas dehydrator is reduced.
