An annular electric pusher is fixed to a rotating disc of the rotary support, the annular electric pusher is connected with a main pushing frequency converter, the rotating speed and direction of the annular electric pusher are controlled through the main pushing frequency converter, and a speed sensor for detecting the rotating speed of the annular electric pusher is arranged on the annular electric pusher. The rudder angle feedback device and the speed sensor are connected with the input end of the PLC, the output end of the PLC is connected with the main push frequency converter and the steering engine frequency converter, and the input end of the PLC is further connected with a handle which is located in a cab and used for controlling rudder turning.
