To provide a maneuvering device and a ship capable of smoothly maneuvering according to the number of people.SOLUTION: A maneuvering device comprises: a steering console capable of changing a traveling direction of a hull; a main engine steering console capable of adjusting a main engine revolution to propel the hull; and a communication console capable of communicating with the outside of the hull. An operation surface of the steering console faces the stern side of the hull. The main engine steering console is arranged on the right side or the left side from the steering console when viewing the operation surface of the steering console from the stern side, and arranged rotatably to the hull by a first rotating mechanism centering a first axis line extending in a vertical direction.
