The ultrahigh-pressure back-pressure steam turbine generator set and the medium-pressure back-pressure steam turbine generator set are respectively designed as ultrahigh-pressure parameters according to industrial heat supply pressure, and an ultrahigh-pressure parameter heat supply pipeline is arranged between a reheating hot section of a boiler and a medium-pressure steam inlet main regulating valve to supply heat to the outside. The low-pressure parameter heat supply adopts an interstage extraction steam source of a medium-pressure back-pressure turbine generator set; when the medium-pressure and back-pressure steam turbine generator set stops running or cannot meet low-pressure heat supply, heat is adopted for low-pressure parameter heat supply and then subjected to temperature and pressure reduction to provide a standby steam source, and double-extraction heat supply is achieved.
