In order to overcome the problems of high-temperature gas production and impedance increase of a lithium ion battery, the invention provides a non-aqueous electrolyte which comprises a non-aqueous organic solvent, an electrolyte salt and an additive, the non-aqueous organic solvent comprises cyclic carbonate, and the mass percentage content of the cyclic carbonate in the non-aqueous organic solvent is 10-40%; the additives comprise a first additive as shown in a formula I and a second additive as shown in a formula II, and the reduction potential of the first additive is more than 0.95 V; the non-aqueous electrolyte satisfies the following conditions: 0.05% < = A < = 1.8%; 0.01% < = B < = 0.2%; 0.15 < = A/(B * 10) < = 10.5. Meanwhile, the invention also discloses a secondary battery comprising the non-aqueous electrolyte. The non-aqueous electrolyte provided by the invention can effectively improve the high-temperature electrochemical performance of the secondary battery.
