The constant torque spring assembly 50 includes an axle 51 mounted on the frame 19 by means of a bearing 52. The axle 51 is connected with the reel 10 so that they are allowed to rotate together. Furthermore, the axle 51 is connected with one of two drums 53 of the constant torque spring assembly 50. Thus, the constant torque spring assembly 50 exerts a constant torque on the reel 10 through the axle 51. The constant torque spring assembly 50 is known in the art and will not be described in further detail.
