The invention discloses a total fresh air high-efficient energy-saving central air conditioning system using off-peak power for operating a main engine, which comprises the main engine, an air cooler coil, an air inlet pipeline and an air outlet pipeline; the air cooler coil is provided with an air inlet, an air outlet, a fan and a water cooling coil; the main engine comprises a large heat insulating water reservoir, a water pump and an energy cycling system which mainly comprises a compressor, an evaporator and a condenser; the large heat insulating water reservoir is provided with a water replenishing opening and two pairs of inlets and outlets; wherein one pair of inlet and outlet are communicated with an inner cavity of the evaporator outside the coil, and the other pair of inlet and outlet are connected with the water cooling coil; and the whole air conditioning system also comprises a fresh air pretreatment device. The main engine of the system operates at night, and the air conditioner of the air cooler coil is used during the day, thus leading the main engine with high energy consumption to stagger the power consumption peak in the daytime, which can multiply reduce the cost; and simultaneously, all or part of the inlet air of the air cooler coil is fresh air coming from the outside, therefore, the indoor environment is characterized by being environment-friendly, comfortable and healthy.
