The invention is suitable for the reaction for treating sewage with an activated sludge process and also for the reaction for treating the sewage with a physical and chemical method, and has the advantages of high treatment efficiency, thorough damage to toxic pollutants, good treated water quality and discharge up to the national standard; the solid and the liquid obtained after sludge treatment can be used as fertilizers for farmlands, thereby achieving zero discharge; and moreover, the system has the advantages of convenient operation and management and low application cost.
