The fermented organic fertilizer is fermented by adding 3-20 parts by weight of phosphate rock powder and 0.1-0.3 parts by weight of organic material decomposing agent to 100 parts by weight of organic fertilizer raw materials. The raw material of organic fertilizer is made by mixing any one or several kinds of organic fertilizer raw materials among human manure, animal manure or poultry manure in any proportion, and the weight of each of the above organic fertilizer raw materials is calculated on a dry basis.
