In the method, a thermal-power deaerator and a condenser are utilized, wherein the storage water tank of the deaerator is provided with a heated steam inlet, an auxiliary heated steam inlet, a condensated water inlet, a deoxygenated water outlet and a first safety valve; the deoxidization head of the deaerator is provided with a supplemental water inlet, an exhaust valve and a second safety valve; the condenser is provided with a discharging and overflowing hole for non-condensable gas, such as oxygen and the like, a dead steam inlet, a condensated water outlet, a water inlet and a water outlet; the water outlet of the condenser is connected with the supplemental water inlet of the deoxidization head; the condensated water outlet of the condenser is connected with the condensated water inlet of the storage water tank; the outlet of a dead steam blow-down valve is connected with the dead steam inlet of the condenser; and the condensated water outlet of the condenser is positioned above the condensated water inlet of the storage water tank.
