Natural gas is burnt by a gas engine to drive an electric generator, and the electric generator is used for generating electricity to drive an underground water source thermal pump to produce a part of heat; meanwhile smoke exhausted by the gas engine enters into an absorption type thermal pump, the absorption type thermal pump is used for absorbing the heat of smoke exhausted by the gas engine, a heat supply pipeline is used for directly supplying heat for a building, the tail gas of the smoke exhausted by the absorption type thermal pump after supplying heat enters into a condensation heat exchanger, and thus the other part of heat is recycled; and during the recycling process of waste heat, the waste heat of the smoke exhausted by the condensation heat exchanger takes up 10 percent of the amount of heat produced by combustion of total natural gas, through a steam-water heat exchanger, the waste heat exhausted by the condensation heat exchanger is substituted into underground water of the underground water source thermal pump system, so that at least 9 percent of waste heat can be recycled, the temperature of the underground water rises 2 DEG C, and meanwhile the efficiency of the thermal pump is improved by around 6 percent a second time due to the temperature rise of underground water.
