The method is used for the circumstance that multiple Cells in CA are different in uplink and downlink configuration. The method includes that each Cell, in the CA, determined to be used for transmitting HARQ-ACK information is configured with at least one HARQ-ACK transmission mode of the Cell on a PUCCH (physical uplink control channel), PUCCH resources used for HARQ-ACK information transmission are notified to UE (user equipment) through a transmission power control (TPC) domain in a physical downlink control channel (PDCCH) to enable the UE to determine the PUCCH resources used and the transmission mode based for the HARQ-ACK transmission, and even terminals positioned at edges of the Cells can normally send HARQ-ACK information.
