The method includes that each Cell, in the CA, determined to be used for transmitting HARQ-ACK information is configured with at least one HARQ-ACK transmission mode of the Cell on a PUCCH (physical uplink control channel), PUCCH resources used for HARQ-ACK information transmission are notified to UE (user equipment) through a transmission power control (TPC) domain in a physical downlink control channel (PDCCH) to enable the UE to determine the PUCCH resources used and the transmission mode based for the HARQ-ACK transmission, and even terminals positioned at edges of the Cells can normally send HARQ-ACK information.
