The production and preparation method comprises the following steps of: (1), heating up 1.32-1.4 tons of hydrochloric acid with concentration of 20%-30% to 90 DEG C to 110 DEG C, adding 0.55-0.6 ton of bauxite for reacting for 1-2 hours under a constant temperature; (2), adding 0.3-0.4 ton of calcium aluminate powder for polymerizing to obtain a liquid poly-aluminum chloride solution; (3), adding fluorite which is 4-5 times silica gel by weight, and reacting for 15-30 minutes under the constant temperature; (4), filtering the reacted aluminum chloride solution by a filter press; and (5), drying the filtered aluminum chloride solution at a high temperature to obtain the solid poly-aluminum chloride.
