The air inlet is connected with an outlet flue of a garbage incineration boiler. Flue gas of the garbage incineration boiler after cooling is discharged by the air outlet. A pipeline is connected with the ceramic heat exchanger, the waste heat boiler and an air circulation fan. Clean air is filled in the pipeline. The air circulation fan drives the air to flow between the ceramic heat exchanger and the waste heat boiler in a circulating mode. The waste incineration flue gas waste heat recovery device is resistant to HC1 corrosion, highly-corrosive HC1 in the flue gas has no effect on operation of the ceramic heat exchanger basically, and the ceramic heat exchanger can operate stably for a long time.
