The method comprises the steps that a base station sends special subframe configuration and related control parameters used by new signaling configuration and new UE; the base station dispatches the downlink transmission or the uplink transmission of the new UE at a special subframe according to the special subframe configuration configured by the new signaling; the new UE carries out the downlink transmission or the uplink transmission on the special subframe according to the special subframe configuration configured by the new signaling and the dispatching of the base station. According to the method, the base station is made to be capable of fully utilizing available downlink resources, and the resource utilization rate is improved. Greater flexibility is provided for the base station, and downlink data transmission can be selected to be carried out on the new UE based on a CRS or a DMRS. When the CRS does not exist in the data area where the base station configures DwPTS for the new UE and the new UE is configured by adopting the data transmission based on the DMRS, interference coordination is easy to achieve, and system performance is easily improved by using CoMP and other technologies.
