The device comprises a device which generates a low-pressure superheated gas or steam, an air intake combined pipe and a cylindrical heater, wherein the cylindrical heater is provided with a first material propeller, a feeding pipe, a discharging pipe and one or more exhaust valves; wind closing devices are arranged on the feeding pipe and a blanking pipe, and the blanking pipe can be connected with a lignite rod shaping machine. The method for drying the lignite and improving the quality of the lignite implemented by using the device comprises the following steps: carrying out pressurization on a gas in a gas storage tank through a gas booster to more than 0.1MPa, and then heating to 105 to 400 DEG C through a heat exchanger; spraying a heated hot gas by sections into the cylindrical heater to heat the lignite, and keeping pressure in the cylindrical heater more than 0.1MPa; opening the exhaust valves when the pressure in the cylindrical heater is greater than that of the gas in the gas storage tank; discharging the heated lignite from the blanking pipe. The mechanical hardness and thermal stability of the lignite dried by the method and the device are increased.
