The modifier includes expandable graphite and sulphur, wherein the sulphur is loaded on the expandable graphite and the weight ratio of the sulphur to the expandable graphite s 0.02-0.60:1. The preparing method of the modifier includes calcinating the expandable graphite at a high temperature to expand the expandable graphite and loading the expandable graphite with the sulphur. The asphalt composition prepared by adopting the modifier can increase the softening point and dynamic viscosity at 60 DEG C of asphalt and does not cause storage layering or separation problems during asphalt hot storage.
