A salt pan is provided with a chimney and a photovoltaic heat collector, and the top of the chimney is provided with a condensation heat exchanging apparatus; the photovoltaic heat collector comprises a roof formed by closely connecting a plurality of photovoltaic modules and a support, the roof is supported by the support, a heat collector entrance is formed between the edge of the roof and the salt pan, one side of the condensation heat exchanging apparatus is provided with an air guide port, an air outlet of the air guide port is separately connected with inlets of an exhaust pipeline and a regenerative pipeline by virtue of a three-way valve, and an outlet of the regenerative pipeline is communicated with the interior of the photovoltaic heat collector; and the lower end of the condensation heat exchanging apparatus is provided with a water collection disc, and the water collection disc is connected with a hydraulic turbine generator.
