The circulating hydrogen recycling system comprises a feeding pump, a circulating hydrogen compressor, a circulating hydrogen liquid distribution tank, a raw material and product heat exchanger, a heating furnace, a hydrogenation reactor, an air cooler, a gas-liquid separator and a membrane separator; the feeding pump, the raw material and product heat exchanger, the heating furnace and the hydrogenation reactor are successively connected with one another, the circulating hydrogen liquid distribution tank is separately connected with the circulating hydrogen compressor, the gas-liquid separator and the membrane separator; one end of the circulating hydrogen compressor is connected with the circulating hydrogen liquid distribution tank, and the other end is separately connected with the raw material and product heat exchanger as well as the membrane separator; and the hydrogenation reactor is successively connected with the air cooler and the gas-liquid separator by virtue of the heating furnace. By adopting the circulating hydrogen recycling system and method, the consumption for discharging the circulating hydrogen to a fuel air pipe net can be avoided, and no additional fresh hydrogen is required for the circulating hydrogen system, so thatthe efficiency is improved, and the cost is effectively reduced.
