The device comprises a plasma torch cathode assembly and a plasma torch anode assembly which are arranged inan atomizing chamber relatively; an inlet of a water inlet pipe is arranged outside the atomizing chamber; the other end of the water inlet pipe extends in the atomizing chamber and contacts with theplasma torch cathode assembly; the outlet of a water returning pipe is arranged outside the atomizing chamber and the other end extends in the atomizing chamber and communicates with the water inlet pipe; a water cooling pipe passes through the atomizing chamber horizontally; the part of the water cooling pipe in the atomizing chamber contacts with the plasma torch anode assembly; one end of an air supply pipeline comprises two air inlets located outside the atomizing chamber; the air outlet of the air supply pipeline extends in the atomizing chamber and the distance between the air outlet andthe plasma torch cathode assembly is less than that between the air outlet and the plasma torch anode assembly; and a cyclone separator and a vacuum system communicate with the atomizing chamber respectively.
