The low-moisture lithium ion battery ceramic-coated diaphragm comprises a base material and a ceramic layer coated on the base material; the ceramic layer is obtained by coating and drying of a mixture comprising aqueous hydrophobic polymer dispersion liquid and nano-ceramic powder,wherein the mass ratio of the nano-ceramic powder to the aqueous hydrophobic polymer dispersion liquid is 1:(0.03-0.3); and the aqueous hydrophobic polymer is a wax, a self-crosslinking polymer or one or more aqueous polymers in hydrophobic groups comprising hydrocarbyl, -X, -NO<2>, -CH<3> and -(CH<2>)N, wherein X is the halogen atom. By adoption of the low-moisture lithium ion battery ceramic-coated diaphragm in the invention, the problem that the moisture content in the lithium ion battery ceramic-coated diaphragm is easily too high can be solved; the baking time of a battery core is shortened; and the energy consumption during processing can be reduced.
