The production method comprises the following steps of: S100,filler preparation: preparing a mixed filler by calcined kaolin and settled calcium carbonate according to a mass ratio of 1:(1-2), and dispersing by clear water until a solid content is 20%; S200, pulping: adding the mixed filler into a pulper to prepare a pulping material; S300, papermaking: diluting mixed pulp to 0.5-1.0wt% of concentration of the pulp when the pulp flows through a mesh by water, adding 0.1-0.15wt% of wet strength agent, 1-2wt% of AKD (alkylketene dimmer), 0.8-1.2wt% of cationic starch and 0.1-0.15wt% of polyethyleneimine in sequence, and carrying out paper manufacture with pulp and forming through a fourdrinier; S400, drying; and S500, calendaring. By use of the production method disclosed by the invention, no titanium dioxide needs to be added, fire retardant is notcoated to a surface, good flame retardance is realized, a combustion diameter is less than or equal to 1.4cm, and the automatic extinguishment ratio of the cigarette is 100%. The safety of the cigarette is improved, non-transparency is greater than or equal to 85%, the paper has good printability and rolling and connecting characteristics, and therefore, the paper is suitable for multi-color overprinting and high-speed cigarette packet machines.
