According to the method, the first stage is a reaction stage, wherein an oligomerized polyacrylic resin, methyl methacrylate and phthalic anhydride type polyester polyol are subjected to a chemical cross-linking reaction under a certain condition by adding a reactive flame retardant; the second stage is an internal addition stage, wherein a sufficient and uniform state is achieved by stirring and premixing, the preparation method of a reactive flame retardant comprises: heating starch, polyphosphoric acid and ammonium chloride, stirring at a high speed, and regulating the pH value to be neutral by using sodium bicarbonate; and an isocyanate hardener is added into a water-based polyacrylate glue by using stirring equipment, and uniform stirring is performed, wherein a ratio of the glue to the hardener is 100:1.
