The improved plastic packaging film is prepared from the following raw materials in parts by weight: 80 to 100 parts of polyvinyl alcohol, 0.1 to 0.5 part of a regulator, 0.1 to 0.5 part of a plasticizer, 0.1 to 0.2 part of compound polylactic acid, 0.2 to 0.5 part of a neutral drying agent, 0.1 to 0.5 part of a bitter agent, 0.05 to 0.2 part of an antistatic agent and 0.1 to 0.5 part of a stabilizer, wherein the regulator is a mixture of any one selected from itaconic acid, acrylic acid and maleic acid and sulfonic acid salt.
