The electrooxidation device comprises an electrooxidation chamber, and an electrooxidation anode plate and an electrooxidation cathode plate are arranged in the electrooxidation chamber; the electric flocculation device comprises an electric flocculation chamber; an electric flocculation anode plate and an electric flocculation cathode plate are arranged in the electric flocculation chamber; a photoreaction device is arranged in the UV reaction chamber, the inner wall of the UV reaction chamber is covered with a TiO2 film, and the TiO2 film is fixed on the inner wall of the UV reactor through a stainless steel metal net.
