The pulp pipeline is provided with the underflow pump. The process water tank is also connected with the stirring tank by a pipeline. The pipeline is provided with the pulp pump. The process water tank, the accident pond, the pulp pump and the underflow pump are used coordinately, thus, the circulating pulp preparation system of the invention can collect and re-process the low concentration beginning and tail pulp which are nonstandard in the pulp transportation to make the nonstandard beginning pulp and tail pulp reach the standard, and directly transports the standard beginning pulp and tail pulp to the steel works by the pipeline.
