The special CA mortar for the slab track elastic adjusting layer can be prepared by taking 20 to 30 parts of cement serving as a cementing material, 25 to 35 parts of emulsified asphalt, 35 to 55 parts of mountain sand serving as fine aggregate, 3 to 7 parts of admixture and 5 to 9 parts of expanding agent in part by weight and stirring and mixing water and the raw materials in a water-mortar ratio of 0.20 to 0.50. The CA mortar has the advantage of fully substituting river sand; and the method has the advantages of simplicity in preparation process, low preparation cost, capabilities of reducing excessive exploitation of river sand resources and preventing water loss and soil erosion and the like.
