A method for generating power by using stored potential energy comprises a method for generating the power by using potential energy stored in an air-raid shelter. According to the method for generating power by using the stored potential energy, gas compression equipment sucks and compresses gases; the gases are stored in the air-raid shelter by a heat energy storing device; the air-raid shelter exhausts the compressed gas for generating power; and the compressed gases pass through the heat energy storing device and then generates power by a turbine generator. According to the method for generating the power by using the potential energy stored in the air-raid shelter, a pipeline is arranged between the air-raid shelter with different heights and the liquid storing device; a water pump and a water turbine are arranged on the pipeline; the water pump pumps low-level stored water to the inside of a high-level water storing container; high-level stored water is drained to the inside of a low-level storing container; and gravity potential energy of the high-level stored water is converted into kinetic energy of the water turbine for generating power.
