The processing system is provided with an original image for comparing whether the automobile is illegally parked; the method comprises the following steps of: (1) background modeling; (2) foreground segmenting; (3) data pre-processing; (4) map-reduce synchronous computation; (5) retention area detecting; and (6) retention target judging. The background is modeled through an improved codebook model to obtain an accurate foreground segmentation result, the region partitioning is performed on the to-be-detected video frame, the foreground proportion and color feature vector of different frames in the same region partition are synchronously computed by Map-Reduce.
