The preparation method includes: mixing the tobacco stem powder with the fineness being 300-350 meshes with the talcum powder, the diatomite, the high-molecular polymer and the plastic additives to obtain raw materials, and using a double-screw mixer-extruder to performing extrusion granulation to form the raw material granules for preparing the tobacco-stem-powder plastic. The tobacco-stem-powder plastic has the advantages that the tobacco-stem-powder plastic is prepared by using tobacco stems as the raw material, the agricultural waste tobacco stems are processed in a harmless manner, a new tobacco stem processing method is provided, the traditional processing method using incineration is abandoned, environment pollution caused by the incineration is reduced, waste recycling of the tobacco stems is achieved, and the economic value of the tobacco stems is increased.
