The invention relates to a process for making fuel ethanol by means of saccharine straw. The process comprises the following technological flows of fresh straw cleaning up, cleaning, ozone sterilization, chopping, scattering, pulping, (preserving), yeast adding, premixing, anaerobic fermentation, raw distillation, rectification and dewatering, etc., wherein the step of pulping is to crush fresh saccharine straw fiber structure into less than 40 meshes of fiber powder so as to ensure that the juice in straw is completely released. The process is based on slurry and makes a corresponding novel technological program for the storing, preserving, feeding, yeast mixing, fermentation and extraction of ethanol; meanwhile, the process selects a device and a device assembly corresponding to the technological program. Moreover, the process has simple and efficient method, and can increase ethanol output capacity at lower cost.
