The sealed and fixed measurement apparatus comprises a rock core holder used for circumferential mechanical sealing and fixation of a to-be-measured rock core, a measuring cell used for holding testing liquid and a signal measuring and processing device, wherein the rock core holder comprises a sealing cap, a sealing cartridge and a sealing pedestal successively connected from top to bottom; the center of the sealing cap is provided with a through hole with a diameter less than the diameter of the to-be-measured rock core; the sealing cartridge comprises a shrinkable metal coat and a rubber sleeve arranged in the metal coat and used for accommodating the to-be-measured rock core; a metal electrode is arranged at the center of the sealing pedestal; the bottom of the metal electrode is connected with an electrode lead directly passing through the center of the sealing pedestal; a reference electrode and a counter electrode are arranged in the measuring cell and form an electrochemical tri-electrode system together with the metal electrode; and the signal measuring and processing device comprises an electrochemical work station and a computer, the electrochemical work station is separately connected with the reference electrode, the counter electrode and the electrode lead, and the computer is connected with the electrochemical work station.
