The device comprises a first aluminum sheet arranged at the lower surface of the pavement upper surface layer, a second aluminum sheet arranged at the upper surface of the pavement middle and lower surface layer, a first emulsified asphalt film coating the lower surface of the first aluminum sheet, a second emulsified asphalt film coating the upper surface of the second aluminum sheet, a thermoelectric conversion element arranged between the first emulsified asphalt film and the second emulsified asphalt film, a positive electrode arranged on the first aluminum sheet, and a negative electrode arranged on the second aluminum sheet, wherein the upper surface and the lower surface of the thermoelectric conversion element are coated with a thermal-conducting silicone grease coating layer.
