The complex breaking agent provided by the invention has the characteristics of simple preparation process, substantial effect and wide applicability. The metal cation and PAM of the complex breaking agent are cross-linked in a physical form; the PAM allows the metal cation to fully contact with complexed organic matters in waste water and promotes interaction between the metal cation and the complexed organic matters; and when applied to treatment of passivation rinsing water containing trivalent chromium in a complex state, the complex breaking agent can effectively remove trivalent chromium in the complex state in waste water and eliminate latent threat of trivalent chromium to water environments, and the removal rate of trivalent chromium can reach 99.9%.
