The pavement brick comprises a water-storage brick-in porous solid body, a five-side dense impermeable enclosure structure and thorough pipes, wherein the thorough pipe is previously embedded into the water-storage brick-in porous solid body, and the five-side dense impermeable enclosure structure is arranged outside the brick-in porous solid body. Rainwater and surface runoff can enter the brick from the top and are previously stored in the brick-in porous solid body, namely, the pavement brick has a water cutting off function. A plurality of thorough pipes are embedded in the pavement brick from a certain depth to the bottom, pipe walls of the through pipes are impermeable, and a permeable material is arranged in the thorough pipes; when a water level in the brick-in porous solid body exceeds heights of the upper ends of the thorough pipes, water can flow into a base layer and a lower soil layer from insides of the thorough pipes, namely the pavement brick has a permeable function. The water cutting off function of the pavement brick can reduce urban surface runoff and reduce urban inland inundation, and meanwhile moisture cut off in the pavement brick can be evaporated in hot days, reduce road surface sensible heat loss and relieve an urban heat island effect.
