The additive storage tank, the ethylene glycol solution storage tank and the refrigerating unit are communicated to form a circulating circuit through an ethylene glycol solution circulating pipeline provided with a circulating pump. Ethylene glycol solution in the ethylene glycol solution storage tank is cooled and circulated in the interlayer of the additive storage tank through the refrigerating unit. The ethylene glycol solution comprises 25-35% of ethylene glycol, 0.25-0.35% of disodium hydrogen phosphate, 2.5-3.0% of sodium borate, 0.35-0.50% of sodium benzoate, 0.12-0.15% of TTA, 0.12-0.15% of anti-fouling agent and the balance being deionized water. According to characteristics that ethylene glycol has high boiling point, is not easy to cause evaporation loss and has low freezing point, the interlayer of the initiator storage tank is filled with the ethylene glycol solution, temperature holding is achieved, and running stability in production of polyvinyl chloride is guaranteed.
