The system is characterized by comprising the storage pond and the online treatment pond, wherein the water inlet of the storage pond is connected with a rain water pipeline, or a sewage pipeline or a combined sewage pipeline, and a hydraulic switch 1 is arranged at the water inlet of the storage pond; the online treatment pond is connected with the storage pond; and the wall body on the joint of the storage pond and the online treatment pond is replaced by an overflow wall. According to the system, a structure combining the storage pond with the online treatment pond is adopted, water in the storage pond overflows into the online treatment pond when the water level in the storage pond reaches the maximal storage water level of the storage pond; and early rain water and sewage can be stored in the storage pond, and the online treatment pond is used for draining the relatively clean water body overflowing into the online treatment pond while treating.
