The system comprises a foam solution storage tank and a liquid storage tank for storing a second muck modifier. The foam solution storage tank is connected with a mixing box through a foam solution conveying pipe. The mixing box is connected with a plurality of foam conveying pipes. Each foam conveying pipe is connected with a corresponding high-pressure voltageconveying pipe and is connected with a corresponding foam generating pipe. The liquid storage tank is connected with a plurality of second muck modifier conveying pipes. Each second muck modifier conveying pipe is connected with the end of the corresponding foam generating pipe. The foams are mixed with the second muck modifier. The second muck modifier conveying pipe is connected with a nozzle in front of a cutterhead through a jet pipe for directly and uniformly spraying to a tunnel face in front of the cutterhead.
