The pollutant processing device is characterized by comprising a water tank and a discharge component, wherein the water inlet of the water tank is connected with a water feeding pipe; the water outlet of the water tank is connected with a water discharging pipe; the discharge component comprises ahigh-voltage electrode, insulating media, a micro-channel element and an insulating ring; the water tank is earthed, or an earthing electrode is arranged in the water tank; the insulating media are arranged on the bottom in the water tank; the high-voltage electrode is tightly attached to the lower side of the insulating media; the insulating ring is near or is tightly attached to the upper side of the insulating media; the micro-channel element is positioned in the insulating ring, is provided with a plurality of micropores, and is made of insulating materials. According to the pollutant processing device disclosed by the invention, self temperature reduction and cooling during discharge can be realized, and meanwhile, refractory organic pollutants can be efficiently processed at low cost.
