The device comprises two doped diamond films positioned in a sealing structure and respectively connected with a power supply through a current collector. According to the device, the advantages of stable mechanical-chemical-electrochemical performance, high peroxy potential, high current efficiency, no toxic and harmful impurities and the like of the diamond film are utilized,and the optimal design of a circuit and a waterway structure is combined; the direct drinking water purification treatment requirements of the water purifier and the application requirements of sterilization of a water outlet pipe orifice at the rear end of the water purifier, sterilization of a whole-house graded water supply system and the like are satisfied.
