The system includes a first heat exchanger, a second heat exchanger,an evaporation tower, and a cooling tower. The first heat exchanger is connected to the evaporation tower through the second heat exchanger, the inlet of the first heat exchanger is connected to a wastewater inlet pipe, the bottom of the evaporation tower is connected to a blower through a pipeline, the high-salt wastewater discharged from the bottom of the evaporation tower is connected to a crystallizer or wastewater inlet pipe through a pipeline, the top of the evaporation tower is connected to the bottom of the cooling tower through a pipeline, the bottom of the cooling tower is communicated with the inlet of the first heat exchanger through a pump, the outlet of the first heat exchanger is communicated with a third heat exchanger through a pipeline, and the outlet of the third heat exchanger is communicated with the top of the cooling tower and a fresh water recovery pipe respectively through pipelines.
