The method comprises the following steps of: respectively drying, grinding and screening the phosphogypsum, steel slag and fly ash to a certain particle size; weighing phosphogypsum and steel slag in proportion and dry-mixing the phosphogypsum and the steel slag; uniformly stirring a certain amount of an alkali activator and the dry-mixed material, and aging the mixture; weighing a certain amount of a foaming agent, and carrying out diluting, stirring and foaming; mixing foam with a certain amount of cement, and adding the aged dry blend; and compacting on a cement compaction table, and curing in a cement curing box to a specified age to obtain the lightweight wall thermal insulation material.
