A system used in the method comprises a system frame, a bottom filter tank and culture tanks. The culture tanks are arranged at the upper layer of the system frame; the bottom filter tank is arranged at the bottommost layer of the system frame; a pipe-in-pipe water feeding and discharging sleeve is drilled at one corner of the bottom of each culture tank; thin pipes are water feeding pipes; thick pipes are water discharging pipe; the water discharging pipes are connected in parallel to be connected to the bottom filter tank; and a water pump is used for pumping treated water into the culture tanks. By adopting the system, the water quality environment required by seahorse culture be met, seasonal factors and regional factors can be overcome, and the whole-year uninterrupted growth of the seahorses can be realized.
