For the structure of the monovalent anion selective ion exchange membrane, the content of the cation exchange polymer electrolyte in the surface part is relatively high, the content of the anion exchange polymer electrolyte in the central part is relatively high, and the content of the cation exchange polymer electrolyte in the central part is relatively high. The content ratio of the anion exchange polymer electrolyte with respect to the cation exchange polymer electrolyte continuously increases from the surface toward the center in the thickness direction. Due to such a structure, the permeability of the multivalent anion exchange membrane is significantly reduced compared to monovalent anions, and thus the multivalent anion exchange membrane can have high selectivity to the monovalent anions.
