A desorption gas coming from the top of a desorption tower (1) enters the tube pass of a primary saturated condenser (2) from the upper part of the primary saturated condenser, and saturated water coming from the bottom of the primary saturated condenser (2) returns to the desorption tower (1); a saturated gas containing sulfur dioxide and water steam, coming from the primary saturated condenser (2), enters the tube pass of a secondary cooler (3) from the upper part of the secondary cooler, and the sulfur dioxide gas and a little condensate water are cooled to the designated temperature of the subsequent working section in the secondary cooler; and the condensate water and the sulfur dioxide gas coming from the bottom of the secondary cooler (3) enter a gas-liquid separator (4), the sulfur dioxide gas coming from the upper part of the gas-liquid separator (4) enters the subsequent working section, and the condensate water coming from the lower part of the gas-liquid separator (4) returns to the desorption tower (1).
