The system provided by the invention comprises a waste water circulating pool, wherein the waste water circulating pool is connected with a stripping liquidinlet pump; the stripping liquid inlet pump is connected with a stripping tower; the stripping tower is communicated with the waste water circulating pool; a waste water spraying device is arranged in the stripping tower and on the top; a filler layer is fixed below the waste water spraying device; the top of the stripping tower is connected with an absorption tower through a waste gas pipe; a filler layer is fixed in the absorption tower; the top of the absorption tower is connected with a stripping fan through a pipe; the stripping fan is arranged at the bottom of the stripping tower and iscommunicated with the stripping tower; and the waste water circulating pool is also connected with a pH reversely regulating pool through a clean water pipe.
