The preparation method comprises the following steps: (1) drying silicon powderand then pulverizing the silicon powder by using an ultra-micro pulverizer to prepare ultra-micro fine powder for standby, wherein the particle size of the prepared ultra-micro fine powder is more than 300 meshes; (2) adding 800-900 parts of distilled water into a reaction kettle, adding 8-10 parts of potassium hydroxide while constantly stirring, heating up to the temperature of 60-70 DEG C, continuing stirring till the potassium hydroxide is completely dissolved so as to prepare a standby solution; and (3) adding 300-400 parts of ultra-micro fine powder into the standby solution in batches while stirring, controlling the temperature at 83-75 DEG C, and then transferring the ultra-micro fine silicon powder into the stirring tank and continuing stirring till the ultra-micro fine silicon powder is dissolved completely, reducing pH to 8-10, concentrating to 1000 parts after the reaction, and finally cooling down to room temperature.
