The constant voltage constant current control circuit comprises a voltage feedback module, a current feedback module, a control signal generating module, a first enable signal generating module and a PWM (pulse width modulation) control module. The control signal generating module controls a flyback converter switching power supply to operate in a constant voltage or constant current state and generates a constant voltage / constant current control signal, and the PWM control module generates a PWM control signal according to the constant voltage / constant current control signal to control the on-off action of a main switching tube. The constant voltage constant current control circuit can respectively realize constant current control and constant voltage control by virtue of selection control, has a simple circuit structure and is easy to realize; and the main switching tube can be controlled to be turned off to stop energy transmission at the input side of a main circuit when the load of the main circuit is reduced to a certain extent and even the main circuit is in no-load operation, so as to avoid waste of electric energy.
