The method comprises the steps that pretreatment is performed by milling phosphogypsum dihydrate, fly ash and basic material components together, wherein the phosphogypsum cementing material comprises the following raw material components by weight percentage: 40-60% of phosphogypsum dihydrate, 30-50% of fly ash, 9-20% of alkaline excitation material, 0.5-1% of water reducing agent, and 0.3-1% of grinding aid; uniform mixing is performed; and mixed powder is put into a horizontal ball mill to be milled for 10-25min. The method has the advantages that the flowing property of the pretreated phosphogypsum dihydrate cementing material is improved significantly; the standard consistency water demand is reduced; the 28d compressive strength is improved by more than one time; a large amount of industrial solid waste is adopted, so that the production cost is lowered, and a more significant environmental benefit is obtained; and the method plays an important role in achieving phosphogypsum resource utilization, healthy sustainable development and energy conservation and emission reduction of the building material industry.
